River pages freeze and wont scroll #140

Describe the bug often, a river page will freeze, even when first opened, and will not allow scrolling.

To Reproduce Steps to reproduce the behavior:

Go to https://test.americanwhitewater.org/content/River/view/?#/river-detail/4610/main
Just click around and try scrolling

Expected behavior Scrolling should always work.
