Reservoir optim with evaporation #12

Here's a tiny update of optimize-given.jl and the components Reservoir.jl Initial storage and evaporation values are now considered in the optimization.

Note : I have changed dummy3 so that 3 timesteps are performed. Let me know if I should revert those changes.

This all looks good, and three time steps can definitely let us see some more dynamics.
