Notebook on water allocation comparisons #13

Fixes the scale of values under different timesteps in constraintoffset_allocation_recordedbalance, allows for errors in the read of files in cached_fallback, creates the start of a file for graphing functions in lib/graphing.jl, and fixes typos in the output step in optimize-waterallocation.jl.

Also makes a new notebook comparing the results of optimize-waterallocation.jl to USGS.
