Cancel uploading or Stop uploading button disappear while uploading a file

What steps will reproduce the problem?
1. When the file is uploading

What is the expected output? What do you see instead?
To see the button, so we can stop or cancel the upload

What version of the product are you using? On what operating system?

Please provide any additional information below.
When you put your mouse over where the button is supposed to be, allows the 
cancel. 
Even clicking this somewhat empty.
