Update version in repo after a release #201

With this PR I made the following:

  1. Now the misc/control and the library/c.lib_rev.h files are updated in the repository after a susseful release
  2. The above change is happening with a PR that is automerged. A new commit to the master branch will be available, looking like the following one: https://github.com/walkero-gr/clib4/commit/a485fdabc7c99d230283c302d597ce0c92f003ea
  3. Added the short commit hash into the VERSTAG, after the discussions we had some time ago and the request by @3246251196 . That will look like "\0$VER: clib4.library 2.1.18-acbb46c (17.08.2024)"

can you remove the clib4-1.0 from gitignore since you added the star one? Also, can you use beta10 for changes so we can merge everything in master once done?

@afxgroup I just did an update to the gitignore file and removed the line, while grouping the rest of the files
