Closes #189, I think.
Adds three PR templates:
and also a generic pull request template which works as PR template selection, as suggested on https://stackoverflow.com/questions/73771068/multiple-templates-for-pull-requests-on-github
I'll leave it dangling for a day or two. All reviews are welcome! If no one opposes, I'll merge it and try to put bob manager through it in separate PR.
