Seems like it is decreasing steadily in a test run, something like 0.1 can be reasonable. May also just pick something to make runs end faster, and it's ok as long as all runs are run with the same stopping criterion, to be able to compare them to each other.

Better to check Ziv's suggestion as stopping criterion: the average distance between the assigned pairs.
