when using 2.0.3 tesseract with ocropus on cygwin, ocropus reports missing unicharset files

What steps will reproduce the problem?
1. did a make install of  tesseract 2.0.3 (after fixing the htons issue
from issue 170)
2. built and installed ocropus0.3 
3. attempted to use ocropus sample script 
ocroscript recognize data/pages/alice_1.png

What is the expected output? What do you see instead?
Was expecting a successful OCR: instead got 
Unable to load unicharset file /usr/local/share/tessdata/eng.unicharset

Checked the make install for the installation of tesseract,
got no obvious error, but
/usr/local/share/tessdata has following contents:

cygwin  on x86

Please provide any additional information below.
will go back through the make install log and attempt to see if there
are errors

language 
files.
