Upgrading wipes out language-packs #224

What steps will reproduce the problem?
1. installing 2.03, all language-packs, then 2.04
2.
3.

What is the expected output? What do you see instead?
I see every file under usr/share/tessdata/ being of zero length, not what 
I expected.

What version of the product are you using? On what operating system?
2.03 and 2.04 under Linux

Please provide any additional information below.

This is a feature of the build system. If anyone has any ideas for how to make 
files
optional to make install, let me know directly, else this issue is a will not 
fix.
In some cases language packs are not backwards compatible anyway.
