Bulk upload available to non-logged-in users #107

What steps will reproduce the problem?
1. Log in as admin, let While not logged in, type the url to the bulk
upload form in the address box
/admin/bulkuploadform.html
2. Try to upload a file

What is the expected output? What do you see instead?
I should not even be able to see the page, let alone upload files. However,
I see that it actually runs the script.

Please use labels and text to provide additional information.
In the attached image, you can see that I am not logged in [red circles]
