List needs to be sorted in a proper way in "claim" records

What steps will reproduce the problem?
1. Go to main page as logged-off user
2. click "register"
3. state branch and year

What is the expected output? What do you see instead?
I expect to see the names listed in an easy to search order (alphabetical
on full name, or increasing order of roll number)

Instead, the list seemed to be sorted in decreasing order of roll number.
Since roll number are "private" by default, even this effect was hard to
identify.
