Balance formatting options #24

When a player balance becomes to large the number is way harder to understand. ProjectExpansion negates this problem by using formatted numbers with symbols (M, B, T, Qa, etc) or words like: million, billion, trillion, quadrillion, etc.

Config options are added fot the two different styles. The formatting is currently only applied to the Balance Tooltip on screen. A discussion on where certain types of formatting should be applied would be welcome.
