Re-enable weeder in CI/CD #1225

We use weeder to warn us about superfuous dependencies. However, recently this gives problems in the CI/CD build on ubuntu. For that reason, it has been disabled temporarily. I need to have a better look at it. I guess that weeder has been upgraded to use a newer version of GHC.

Weeder has been enabled again in the branch I merged into main the other day.
