Purpose One of the requirements for the deployment of RAP to Azure is Infrastructure as Code. Examples would be:

ARM templates (Azure specific)
Bicep (Azure specific, new)
Terraform (Multi cloud)

Tasks

[ ] verify requirements
[ ] Compare different IaC tools
[ ] Choose best fitting tool

@stefjoosten you mentioned to me that you would like to see provider-independent infrastructure as code specification.

To want extend is this a MUST, SHOULD or NICE to have?
