[x] toegang tot phpmyadmin voor gebruikers dichtzetten

Waardes (AMPERSAND_PRODUCTION_MODE & DISABLE_DB_INSTALL) in administration config map op true gezet.

phpmyadmin heeft geen ingress dus alleen via port-forward bereikbaar.
