Update Readme standard
Update package.json actions to match other gateway services as much as possible
Update Mock Webhook Docker
Removes GRAPH_ENVIRONMENT_DEV_CONFIG
Removes GRAPH_ENVIRONMENT_TYPE Dev option
Removes test setup that overwrites .env

Closes #162
