PCAWG filtered tmp dir blowing up #285

The PCAWG project https://ampliconrepository.org/project/655c060abba7c925095555da had grown to 215Gb in tmp/. We found this out only because the server ran out of space and no project pages were loading.

We need to determine what new files are being created in tmp over time, perhaps each time the project page is loaded or a sample is loaded, or a download happens.

Found that there's a tmp folder being created inside the sample of a project folder inside the original tmp folder. The new tmp folder created is used as the new tmp folder, and projects are created in it.
