setup.py broken: wants to open non-existent README.rst #13

unpack source distro:

python setup.py build
Traceback (most recent call last):
  File "setup.py", line 13, in <module>
    long_description=open('README.rst', 'r').read(),
IOError: [Errno 2] No such file or directory: 'README.rst'

Um, lz4.h is also missing from the distro.
