What is the expected output? What do you see instead?
Expected: The BSD 3-Clause License
What I see: GNU GENERAL PUBLIC LICENSE Version 2

Ugh.. withdraw. I see each individual file has license.

Indeed.
The library is BSD, so any project can use it,
the command line utility is one oh them, and is GPL.
The COPYING file is about the final binary produced by the source package, 
which is (mostly) the command line utility.
