The Copying file states that the license is GNU
The file lz4.c states that the license is BSD
bench.h is GNU
LZ4 is bsd

There is no license conflict.

Libraries are BSD.
Libraries are lz4, lz4hc and xxhash.
Libraries can be used by anyone into into any program.

Programs are GPL.
Programs are : lz4.exe, fullbench, fuzzer and 32-bits variants.
A GPL program can use BSD libraries. The produced (compiled) program is GPL.
Hence the Copying file states GPL.
