Does that file exist in the files you extracted? It may be an issue that Python dropped support for Windows 7

I have a feeling this is a compatibility issue with Windows 7.

Может стоит попробовать это: https://github.com/adang1345/PythonWin7 Наверное поможет.

И ещë скриншот подозрительный... возможно мне кажется, но это случайно не эмулятор? Просто вопрос если что.
