EoR state:

Voltaic Golems appear in the Misty Mine dungeon after it was updated in November 2010's From Darkness, Light event.

Solution:

Create Voltaic Golem.

Based on spawn locations within Misty Mines, it appears that Voltaic Golem is the upgraded Nubilous Golem (23082).

A possible approach to creating this creature is to base it off the the stats and spells of the Nubilous Golem.
