the title says it all. i tried to get it to work but it just doesn't

as a test, i uninstalled all other mods and tried this out on a fresh forge install and still nothing.

unless i am totally not understanding this item, i think it is broken.

The Metabolic Generator grants +25/s power if it's enabled. If your cyberware HUD updates with a +25 it should be working but there's a bit of a thing with it were it drains your base hunger, ignoring saturation which can cause some odd effects to occur.

Just in case... you can view your cyberware HUD by installing a HUD Jack & Hudlens/Cybereyes. You also need a power source such as an Internal Battery for the power to go somewhere.

I did put out a suggestion to have it affect exhaustion so it can properly use Saturation & Hunger but apparently that hasn't been put in yet and it's been about 9 months... I think?

It's bugged out, it seems that it will work if your maximum power storage is 26 or higher, I guess it will not add the +25 if there isn't enough space for it even though it seems there should be. This is definitely a bug as I don't think the mod maker would make something like this a feature. At least it's not completely broken.

Because the generator consumes fuel, it makes sense that it'll only produce when there's enough storage. As such, I consider this is not an issue/won't fix.
