Configure github action to publish/release on Creation of Release #11

Use github actions with the electron publisher and see if we can publish a usable thing on every push to main

For now, it is configured by drafting a release manually, but there is a way to configure it to do it at tag creation time: https://dev.to/erikhofer/build-and-publish-a-multi-platform-electron-app-on-github-3lnd#draft and then press publish once we are happy with the draft
