[ ] What is the meaning for private layer/
[ ] How can edit/see private layer?
[ ] How can edit/see public layer? just the creature can edit the layer?
[ ] Is annotation layers are part of the regular layers?
[ ] How do we select for which layer the annotation will be added?
[ ] Full functionality for CRUD and relationship with cases and overlays.

Public layers are the 10 basic layers that the client will inform and provide the standard for. Private layers are the layers that the user creates and/or uploads and saves in the case.

Editing+see the private layer- by the layer management and annotations tool. At the moment there is no option to edit the public layers. Yes, the annotations are part of regular (private) layers. If the user deed not open a new layer, but opened the annotation tool- a new layer will be created automatically. *The annotation will be added to the top private layer, if there is no open private layer- a new one will open automatically. In addition, the user will be able to attached few private layers together into one.
