As a <User>, I want to <upgrade Measurement tool> so that <I can CRUD measures easily>

• [x] 1. the measurements will be saved as a layer for each screen, and the user will be able to turn them on/ off. #2769
  • [x] 2. the measurements will be editable- meaning by pressing the knobs, the user will be able to edit and change them. (after selecting to stop measuring)
• [x] 3. the measurement will not include the "total" on the map, only the distance between the knobs. (@asafMasa can this be by config? for some with the total and for others without?) - #2766
• [x] 4. the measurement layer will be part of the screen but will NOT be a part of the case and state. #2769
• [x] 5. the "hide / show layer" will turn the measurement layer on and off. #2769
• [x] 6. the "stop / continue measuring" button will allow the user to deactivate / activate the measuring cursor as they wish, while the measurements will remain on the screen (as part of the layer). #2769

• [x] 8. the "done" button will close the measurements tool (measurements on the map, bubble, etc. ) #2769
