Is it possible to open an external program, I want to create a shortcut in the vscode status bar to open a program outside of vscode. I would like to open an external program on windows. example the word?

There is an extensions which allow to open external tools => lihui.vs-external-tools. This extension provides a command (vs-external-tools.externalCommand1, ...) you can configure in this extension. This may solve your use case.
