Adding instructions #2

Would be nice if there were instructions in terms of what users should do to help (maybe in the README?). What should they try to build? How should they report their findings? If they would like to make fixes, how should they make them? The last two questions may have different answers depending on what is being reported/fixed and how you would like those issues to be reported/fixed (e.g. bad sync, recipe changes for cb3, recipe changes for pinning adjustments, recipe changes for new compilers, build order changes, etc.).

This info could also be in contributing templates, etc. However works best for communicating this info. Noting this mostly because the README currently explains how the content was created, which is also important. So finding the right doc real estate to build this info may involve negotiating these other needs and finding the right forum for the relevant question(s) above or others that come up.

Also might be worth saying something about what happens in this repo vs. what happens in the conda-forge copy.
