Update to version 2.17.0 #3

It would be good to release the latest git version as it fixes my issue #2.

I'm putting in a PR here as the defaults channel uses the busybox git which fixes another Windows Containers problem - conda-forge/git-feedstock#32

Depends on https://github.com/git-for-windows/git/issues/1611 being fixed...
