Add patch to unvendor xz/lzma library #20

Patch will unvendor xz/lzma library. I tested this locally (replicating commands from here: https://www.tutorialspoint.com/compression-using-the-lzma-algorithm-using-python-lzma) with success :) I didn't know whether I should have prepended the patch name with 0021 to minimize the diff; so I made the edits to keep all the unvendor patches in one place. I'd be happy to change anything to how you see fit.

@msarahan I'd tag others, but I am not familiar with anyone else from Continuum ;) is there anyone else I should always tag for these PR's?
