update patches and meta.yaml to 3.6.4 #9

Can you check to see if anything changes in the sysconfigdata file and apply those changes to the other ones? Are there any occurrences of 3.6.3 that need to become 3.6.4 (I don't think there are).

Good idea @mingwandroid. I found lots of 3.6, but no 3.6.3. We'll need to revisit that with the 3.7 release, I guess.
