Work around matplotlib + freetype crashes on Windows #149

Prevent users from installing matplotlib and freetype 2.11.0 in the same environment until we can figure what's triggering AnacondaRecipes/freetype-feedstock#3.

Superseded by #150; we don't know that this incompatibility is limited to matplotlib, so let's just yank freetype 2.11.0 for Windows until we've identified the underlying issue.
