Set upper bound on scipy-1.7.3 (build 0) according to upstream reqs #166

Keeps the numpy lower bounds set in the aggregate/conda_build_config.yaml but changes the upper bound to be the one specified upstream (<1.23): https://github.com/scipy/scipy/blob/v1.7.3/setup.py#L551-L552

Addresses this warning (which was causing failures for the Numba team):

UserWarning: A NumPy version >=1.16.5 and <1.23.0 is required for this version of SciPy (detected version 1.23.1
