The test test_spectral_embedding_two_components[float32-lobpcg] fails for scipy 1.10.0.

Changes

Add upper limit for scipy run dependency.
Add host pinnings based on the last scikit-learn build to ensure consistency.

This should be fixed for scikit-learn 1.12.1.
