Explanation of changes:

• basic build uses meson

  • return to scipy host pinnings by Python (range)
  • removed cython from test requirements

• the normal {{ PYTHON }} -m pip install ... works but fails on win-64 with C1083 error (long argument string??)

  • switch to a python -m build ... variation in bld.bat
  • with a shortened %BUILDDIR% to avoid C1083 errors in win-64
  • using a similar python -m build on Unixen, meson throws errors so revert to original one-liner

• 1.5.0: fragile on both osx systems (random files, random versions of Python)

  • many restarts of the builds
  • manual build for win-64 py312 as it was so unreliable

• switched to 1.5.1 and everything is considerably more happy

  • using (the required) meson-python 1.16.0 fixes the reliability of thewin-64 py312 builds!
