GMP submitMessage on Shibuya testnet. #729

I have tried it many times since 4 days ago, and almost every day I create smart contracts but once again I still experience problems on the Shibuya testnet network.

Is this really a priority for developers and teams? This should have been handled quickly and swiftly by the core team. I delayed sending this bug because I hoped it would be resolved quickly, but after 4 days I still found errors in carrying out the task. and I was forced to make an attachment on this bug.

I think this problem will receive special attention from the core team and in the future we can find this problem and solve it quickly and precisely.

now it is changce sepolia not work. since 3 days ago.
