Make a staging dataset in BQ1 called CleanConnect #20

We decided in the BQ2 meeting to make a formal dataset in BQ1 called CleanConnect where our cleaned, merged, filtered, de-identified data will live.

This will be a "staging ground" before we formalize the BQ2 tables that will ultimately be transferred to the BQ2 project.

@jacobmpeters will setup this CleanConnect dataset in DEV, STG and PROD before closing this issue.
