Implement parallelization of Recruitment QC in Cloud Run

Description:

A script has been written (@jacobmpeters) to loop over batches of rows of the participants table and run the QC Rules on the batch. The batched reports are then concatenated by a separate script.

Action Items:

• [ ] Consolidate looping into plumber API endpoint.
• [ ] Consolidate concatenation of reports.
• [ ] Test end-to-end in Stage.
• [ ] Push to production.
