[新功能計劃] 重做的通知系統 #1976

具體的理由已經在 Dev Blog 的這篇文章中做了詳細的解釋，在此不再重複。

預計在此項改動實裝後可以在 SSPanel-UIM 中提供更多的通知選項，包括 Discord/Slack。

IM Service 已在 https://github.com/Anankke/SSPanel-Uim/commit/249b03730548641f47e89fef952bf9c2e3b78f5d 及之後的 commit 中實現，目前 Discord 與 Slack Bot 的支持尚處於早期階段，後續會引入新的基於 OAuth 2.0 的 IM 賬戶綁定方式。

通知服務已在 https://github.com/Anankke/SSPanel-Uim/commit/570cb6e4efd3dcd3a72cb2d1e2fcee29cdf131e2 及之後的 commit 中實現，至此重做的通知系統目標已經初步達成，後續相關功能的拓展將會在獨立的 issue 中進行追蹤。
