[SynclessUI] Disable tag/untag in folder context menu [56,57] #152

When right clicking on a folder that has been tagged/untagged, the context 
menu should disable the tagging/untagging option. This is to improve 
usability and intuitiveness of the program.

Needs COM object. Might look into it in the future, but not now.

Also, user might want to tag the folder more than once.

If that is so, tagging shld never be disabled.
