[Unknown] Cannot sync due to tag is still being synchronized #173

What steps will reproduce the problem?
1. Create a tag 'Test1' and set to manual mode
2. Tag 'FolderA' and 'FolderB'
3. Sync

The status is showing 'Finalizing' for a long time. Cannot perform any rename 
to sub-folders in 'FolderA'. But untagging of 'FolderA' and 'FolderB' 
allowed.

After that, tag back 'FolderA' and 'FolderB'. Try to sync but UI shows 
'Cannot carry out another synchronization while it is still synchronizing'.
