No Change on seamless

What steps will reproduce the problem?
1. Create a tag and switch it to seamless
2. Tag 3 folders , with one of them ms word being opened
3. Ms word locked file will be propagated over. Then close the ms word doc 
without making any changes. 

What is the expected output? What do you see instead?

The ms word being propagated over should be the expected output. But 
however , since the file is locked in the 1st place ,  the ms word will 
not be synced over. After closing it , it will still not be propagated 
since there is no change to the document.
