Random lock in folder #25

What steps will reproduce the problem?
1. Random steps which will led to the locking of folders
2.

What is the expected output? What do you see instead?

For example , when renaming a folder , a folder gets locked by VSTS or 
Seamless ( i dunno ) , and the rename doesn't propagate to that locked 
folder. Same issue for delete. Cannot delete a folder that is locked.
