CSLA - Implement partial method to allow overriding of child loading code

It would be nice to override the generated code that loads a child object.  
There are situations where you would want to do things like specify additional 
selection criteria.  It would be nice to have a partial method similar to 
OnFetching() where you could override the code, if you wanted to.

I have implemented this partial method in the templates.  I have attached an 
SVN patch with my updates.
