CacheManager/CacheSettings default Initialization of Provider and Profile

What steps will reproduce the problem?
1. Download Tracker MVC app
2. Create local db and run the Tracker db script
3. Update the web.config connection string
4. Run the app, create an account, and try to edit the account.
5. CacheSettings default provider fails

What is the expected output? What do you see instead?
