Make Featurer Extractors configurable with external resources #45

E.g. if we have a FE that uses a web1t external resource, we cannot configure 
this  right now as we only allow string key/value pairs as feature parameters. 
We could use ExternalResourceDescription as dimension. This should work for 
Groovy and Java, but will not work in json.

We are not using json anymore to configure our experiments. Richard recently 
demonstrated how to test external resources outside of UIMA components. Before 
we close, we should probably add a FE which demonstrates the usage of external 
resources in parameters.
