Make a way to find the user.config file when versions have changed.

C:\Documents and Settings\<USER_NAME>\Local Settings\Application
Data\FamilyFinance\FamilyFinance~\<Version>\user.config

With a new version the user.config file will be in a different <VERSION>
directory.
