Facility to set different throttle for each connector schedule #129

In the connector, you can define different connector schedule but not
different traversal rates for each schedule. It would be nice to be able
to throttle down traversal during the day and throttle up during the
night.

This is a Connector Manager feature and not connector. Should be addressed 
there since 
it will be required for all conenctors
