"state file" was not created #26

Behavior: feed was sent to GSA, and processed. However, state file was not
created. Please investigate how this could happen and maybe add more
logging ...

This was due to JDK 1.5. The XML parsers failed & hence file couldnt be 
saved.The 
message was passed to CM, but apperently is ignored. The log for this error was 
seen 
in tomcat err logs.
JDK requirement will be enforced by the installer. Marking duplicate
