page scrolls when attempting to scroll zoom on map #1

What steps will reproduce the problem?
1. hover over map
2. scroll in to zoom
3.

What is the expected output? What do you see instead?
should zoom the map. instead it zooms the map AND scrolls the page

What version of the product are you using? On what operating system?
Firefox on windows XP

Please provide any additional information below.

This is reproducible on FF in on Linux - seems to be an issue with maps, will 
check
API to see if there is a way to block it

This is an issue with maps on pages that scroll, I have tested it and found 
that the
only way to fix the issue is to make sure the map is on a page that does not 
have a
scroll bar.
